Fewer, Better Animals

Why five components, and why they only work together

Herders work harder, earn less

Mongolia's rangeland crisis isn't a knowledge gap or a lack of effort. It's an incentive structure that punishes the one thing that would fix it.

Pasture in Mongolia is open-access. Any herder who reduces their herd to protect the land simply hands the freed-up grazing to a neighbour — who has every reason to take it. Restraint is punished; overstocking is the only rational individual choice, even though it's collectively ruinous. The result: national livestock numbers exceed optimal carrying capacity by 2.3×, and 44% of Mongolia's land is degraded and accelerating — a primary driver of the sand and dust storms now affecting the wider region.

This is a textbook tragedy of the commons. It cannot be solved by asking herders to want less, or by telling them the land is suffering — most already know that. It can only be solved by changing what happens to the herder who actually reduces their herd, so that restraint stops being a losing move.

Five components, one cause-effect chain

Each component in this booklet closes a different bottleneck in the same underlying chain. None of them work as a standalone fix — each was built because the one before it, on its own, ran into a wall that only the next one could solve.

1 · Pasture Use Agreements set a binding, accountable boundary — turning open-access pasture into land someone is actually responsible for.

2 · Lamb Fattening answers the question a PUA immediately raises: if herders must sell down to a smaller herd, how do they do it without losing income? By reaching market weight in one year instead of three to four.

3 · Disease-Free Zones protect the herders who comply from a different risk: a disease outbreak elsewhere in their soum or aimag triggering a blanket trade ban that punishes them for someone else's outbreak.

4 · Single-Point Collection makes sure a healthy, market-weight, certified animal actually sells for what it's worth — replacing informal middlemen with a certified, quality-rewarding channel.

5 · Green Loans supplies the capital and the binding commitment that ties the whole chain together — on both the herder side (tested) and, as a proposed extension, the processor side.

Read individually, each component is a genuine, independently-evidenced intervention — piloted, measured, and in several cases already written into Mongolian national policy or standards. Read together, they are a single model: reduce herd size credibly (1), without losing income (2), without exposure to someone else's outbreak (3), sold through a channel that pays for quality (4), financed by capital that makes the whole transition possible (5).

Built from results already achieved, not projections

Every mechanism in this booklet has already been piloted by the Center for Policy Research under a real donor program — with results, not just a plan. Two specific extensions are still proposals, and are clearly marked as such wherever they appear: a birth-to-death animal registry and herder smartphone app (Component 5), proposed to upgrade herd-count verification from an annual census to continuous, real-time tracking; and processor-side green working capital loans (Component 5), proposed to extend the herder-side financing model to the buying side of the market.

Everything else in this booklet — the pilot results, the household economics, the national policy citations — reflects what has already happened, in the field, with real herder households.
