Mongolia's first independent policy think tank

Established 1998. Non-partisan, non-governmental. Office in downtown Ulaanbaatar. Mission: address Mongolia's development challenges through research, consultancy, and empowerment — mandated in CPR's statute under the Law of Non-Governmental Organizations of Mongolia.

CPR has built a national reputation as the leading consultant in rural development, livestock sector development, land management, environmental management, and capacity building for local communities and governments — with a working network across every aimag and soum in Mongolia.

Origin of the model — Pasture Use Agreements, at scale
The methodology's origin: 386 herder groups established formal land use agreements with stocking density regulation. 64.2% reached their target to reconcile animal numbers with carrying capacity within 2 years. 21 staff, 190 person-months — CPR's largest single livestock-sector program, at a scale comparable to this project's entire ask.
