Successful cooperation with ADAPT project is under way

The “Improving Adaptive Capacity and Risk Management of Rural Communities in Mongolia’’ project (ADAPT Project) funded by the Green Climate Fund was launched in March 2021. The project is being implemented by the Ministry of Environment and Tourism (MET) as partnering with the Ministry of Food, Agriculture and Light Industry (MoFALI), National Emergency Management Agency (NEMA), and the United Nations Development Program (UNDP) for 7 years in Dornod, Sukhbaatar, Zavkhan, and Khovd aimags. The objective of the project is to strengthen the climate resilience of resource-dependent rural populations in the 4 target aimags through feasible adaptation measures for maintaining ecosystem services.

In May 2023, CPR was contracted by the ADAPT project to implement partnerships with the private sector and identify business cases that are sustainable in producing climate-resilient livestock products and organize investment fairs to promote PPCP, improve the capacity of herder producer organizations in developing value-added livestock products, generate and disseminate knowledge products to support a climate‐resilient and sustainable livestock production.

The following outputs are expected:

  • Define legal framework and governance scheme of HPOs and potential modality of PPCP in the four project aimags and establish at least 20 (5 soums per each aimag) PPCP cooperation in project aimags ;
  • Work on the improvement of legal framework and environment of HPOs;
  • Identify investment opportunities for private companies to promote climate-smart livestock practices in 4 project aimags;
  • Provide policy advisory support to the government, the private sector, and cooperatives for the promotion of climate-smart livestock practices

As of November 2024, the project is being implemented as planned. The following models have been proposed and most of them tested in 8 pilot soums for feasibility and replication into other soums:

  1. Introduction of pastureland use agreements for responsible use of pastures in accordance with their carrying capacity
  2. Model for comprehensive development of herders’ groups and cooperatives in a mutually supportive manner
  3. Single-point operation for collecting livestock and raw materials in one place for quality and origin certification and initial grading
  4. Supply of livestock and livestock raw materials to processors and other buyers on the basis of partnerhsip contracts
  5. Model for fattening and selling lambs
  6. Improving the financing system for funding natural resource management and climate change adaptation activities in the livestock sector
  7. A model for establishing a healthy and peaceful territory free of infectious diseases at the herders’ group level
  8. Creation of a unified registration and control system of animal drugs, medicinal raw materials and medical equipment
