CPR has assessed the Oyu Tolgoi project compensation plan for herder households affected by resettlement using the IFC guidelines “Handbook for Preparing a Resettlement Action Plan”. The assessment has identified the major weaknesses in the plan such as weak documentation of herder losses due to inability to identify herder land use boundaries. Based on the previous project experiences CPR has proposed a concrete methodology for identifying herder losses through proper identification of land use boundaries that deals with the resettlement problem. Using the methodology changes in pasture supply in pre-project and post-project scenarios were estimated and compared using digital maps. The assessment has revealed that out of 14 resettled households only one household came up with improved pasture supply as a result of resettlement program and the remaining 13 households were trapped in poorer conditions compared to the pre-resettlement situation.
