Gobi region technical and vocational skills, labor and training survey: Work Stream B: Competence Assessment, MCA Mongolia and Oyu Tolgoi Project co-funded, Sustainability East Asia LLC, MCA, Oyu Tolgoi project, April-August 2010
The goal of the “Gobi Region Technical and Vocational Skills, Labor, and Training Survey” was to provide TVET stakeholders with comprehensive information and picture of the available/current skills and future human resource needs in the region.
· Improved the original design of the database software and the questionnaire in terms of content and terms useable to the Mongolia’s condition.
· Develop detailed work plans including timetables, methodologies and approaches and detailed indicators and questionnaires for competence assessment stream and provided professional guidelines to the labor demand and institute assessment work streams
· Compiled and trained survey teams
· Prepared an extended list of qualifications in Mongolia for re-designing the dropdown list and SPSS data processing software and creating a feasible local skill database.
· Contributed to the Competence assessment work stream (including field work to determine results of existing skills survey in the Khanbogd, Manlai and Bayan-Ovoo soums and initial analyses);
· Contributed to Impact, to Institutional assessment and labor demand work streams
· Based on the above three inputs, the dropdown list and field questionnaire were heavily re-formatted and a number of new matrices were designed
· Organized the field questionnaire survey covering 10835 households and 18294 individuals in 15 soums of Umnugobi aimag and the centers of Dornogobi, Dundgobi and Gobisumber aimags
· Cash bonus of MNT 5000 was paid to each interviewee
· Organized data entry and initial processing. The data collected and processed by CPR were extensively used for the creation of local skill database for the potential employers and development agencies.
· This study assessed and analyzed both the supply and demand sides of technical and vocational skills and labor in the Gobi region and produced a baseline assessment of the current reality; qualitative and quantitative analyses of potential labor supply-demand gaps; and a set of specific recommendations to improve labor supply at both individual and institutional levels in the region.
