Ulaanbaatar, July 2026 — Mongolia’s Intellectual Property Office has formally registered five copyright certificates (Order А/96, 23 July 2026) covering the innovative methodologies developed and field-tested by the Center for Policy Research to address land degradation through a fundamental shift in herder economic behavior.
Each certified method targets a different link in the vicious circle that drives overgrazing: herders maximizing animal numbers to protect subsistence income, even as this accelerates rangeland degradation and erodes the very income it’s meant to protect.
The following five registered mechanisms together reorient that incentive structure, rewarding herders for animal productivity and quality rather than sheer quantity:
- Pasture Use Agreements — Responsible use by balancing livestock numbers with pasture carrying capacity (Certificate No. 18317)
- Lamb Fattening and Marketing Model — Method to reduce livestock numbers and improve quality without decreasing herders’ income (Certificate No. 18316)
- Establishing Disease-Free Zones — Method for designating contracted pastures of herder groups, partnerships, and primary associations of herder households as disease-free, healthy, and safe areas (Certificate No. 18320)
- Single-Point Market Collection — One-stop organization for preparing livestock and livestock raw materials, directly connecting herders with the market (Certificate No. 18318)
- Herder Green Loans — Financial leverage to introduce green loans to reduce livestock numbers and improve quality (Certificate No. 18319)
The recognition affirms CPR’s approach as an original, holistic solution to one of Mongolia’s most pressing environmental and economic challenges, developed and piloted over years of fieldwork ahead of presentation at COP17.
